handbrake adustment!!!

Hello guys just hit a problem trying to adjust up the hand brake, as it is now there is no fluid in the brakes, put new cables on with new discs and pads pull hand brake up and it only locks up one side :S adjusted it full on handbrake itself,so turned the calliper piston 90 degrease on the one that wasn't locking up and its now too tight, the pads are tight the disc with the hand brake off :s
so ive moved it back 90 degrease and its moves freely, does the brake system have to have the fluid in to be able to do this properly ? oor and i missing some think some where and i don't understand why its full adjusted on the hand brake leaver? any help would be appreciated.
